Midwest Congestion Hits Unprecedented Levels

Delays in the Midwest are taking their toll on shippers and logistics providers as several factors remain in play that converge on one other to create a serious situation. Intermodal rail yard delays coupled with a chassis shortages were compounded by fierce winter weather. In addition, the Electronic Logging Device (ELD) mandate issued last December has tightened truck capacity as truckers are now facing the reality of the limitations caused by the new ELD rules. This melting pot of challenges has some Chicago motor carriers refusing new customers. Trucking operators in the area have been charging accessorial fees ranging well north of $100 for detention penalties.

Meanwhile, frustration is taking hold on many shippers and logistics providers as hands are seemingly tied, with no end in immediate sight. Due to the tremendous amount of time now required to wait for a chassis/container, many Owner-operators in the region have indicated their desire to abandon rail-ramp services for road which will exacerbate the problem even more.

Right now we can only expect the situation to get worse before it gets better. As volumes subside in the coming months we may see some relief but it is too early to speculate.
